A top load washer changes every rule you have read about small laundry rooms. You cannot run a counter across the machines, you cannot stack them, and the lid needs clear space above it to open all the way. Measure the lid clearance before you buy anything
This is the number that decides your whole layout, and almost nobody measures it. Open the lid fully and measure from the floor to the highest point it reaches. On most top loaders that lands between 52 and 58 inches. Anything you mount on the wall has to sit above that line, not above the machine.
Measure two more things while you are there: the depth of the machine including the hoses at the back, which is usually four to six inches more than the spec sheet says, and the gap between the washer and the wall. That gap is where the slim rolling cart goes.

What actually goes on those shelves
Detergent, one basket of stain treatment and spare parts, and nothing else at eye level. Put the things you touch weekly at chest height and push seasonal items to the top tier. A small laundry room fails when everything lives in reach and the room reads as clutter.
The gap beside the machine is free storage
Almost every top loader sits with a gap of seven to twelve inches on one side. A slim rolling cart in that gap gives you three or four tiers for detergent pods, dryer sheets and stain sticks, and it pulls straight out when you need to reach the shut-off valve.

Sorting when there is no room for three hampers
